"Where you longs to?" means "Where are you from?"
"Whatta yat?" is simply asking what you are doing. In Newfoundland, the only right answer is "This is it".
"B'y" is frequently used in Newfoundland, and its exact meaning depends on the context that it is being used. Basically, it's referring to any general person, regardless of gender.
